They certainly don't pollute the air as much as public displays, and public displays will also affect all but points 6 and 7 in your list, while 8 is rather scraping the barrel. Not that I agree, but why not go for an outright ban instead? Not that it matters, really. Selling what amounts to gunpowder to the public isn't going to be permitted much longer.
